Parliament Rebuffs Chat Control as Devs Build for the Mesh
European Parliament blocks Council deal on Chat Control mass scanning as protocol developers push mesh and offline communications beyond state borders.
The European Parliament has once again derailed the European Council's flagship mass scanning deal, known across the continent as Chat Control 2.0. Lyudmyla Kozlovska, reporting the vote from Brussels, noted that lawmakers firmly rejected blanket surveillance mandates, automated search plans, and administrative scanning orders issued without judicial warrants. Yet her warning to decentralized networks remained stark: Any #relay or client operating in the #EU could face obligations under this framework.
Rather than waiting on legislative margins, protocol engineers across Nostr are treating policy threats as network routing failures. Cody revealed PsstPsst, a dedicated communications application designed to operate entirely without internet connectivity: Chat even when you’re offline.
Built upon NIP-17 direct messaging and NIP-4e key separation, PsstPsst routes encrypted messages locally across Bluetooth and plans future integration with FIPS mesh standards. Simultaneously, researchers demonstrated Cashu ecash tokens moving offline across Apple's Find My Bluetooth Low Energy mesh via the find-my-nuts proof-of-concept.
